Over 22 million Americans in Southern California are under a flood watch as a West Coast storm could slam burn scar areas, bringing potential mudslides and debris flows.

The storm dropped more than an inch of rain across the capital region and more impressive totals in the foothills.

An unusually strong storm system called an atmospheric river is dousing Southern California. More than four inches of rain fell over coastal Santa Barbara County early Friday as the storm moved south toward Los Angeles.

The Foothills will be quite wet, with communities north of Highway 50 seeing 2 to 3 inches of rain Thursday. This includes Nevada City and Placerville. Foothills communities south of Highway 50, including Sonora, could also see 2 to 3 inches of rain.
